Position Summary
Element is seeking a Sr. Scrum Master to support a state-level Artificial Intelligence and Data Modernization initiative. The ideal candidate will have extensive experience leading Agile delivery for complex, multi-team environments—particularly within government, public sector, or large-scale AI/data projects. This individual will play a key role in ensuring that Agile principles are effectively applied to drive high-quality, value-driven outcomes in alignment with the technology modernization and AI adoption roadmap.
Key Responsibilities
- Facilitate Agile ceremonies (Daily Standups, Sprint Planning, Reviews, Retrospectives) across multiple teams delivering AI, machine learning, or data-focused solutions.
- Partner with, analyst, and Technical Leads to refine product backlogs and prioritize deliverables aligned with agency goals.
- Coach and mentor teams and stakeholders in Agile principles, frameworks (Scrum, Kanban, SAFe), and best practices.
- Remove impediments, manage risks, and promote continuous improvement across teams and stakeholders.
- Collaborate with the program director and technical teams to ensure compliance with project governance and reporting standards.
- Track key Agile metrics (velocity, burndown, team capacity) and communicate progress to program leadership.
- Foster a culture of transparency, accountability, and data-driven decision-making.
- Support organizational change management and Agile maturity initiatives tied to AI adoption.
- Facilitate sprint planning and delivery cycles that incorporate governance checkpoints, security validation, and accessibility reviews (WCAG 2.1, Section 508) before production release.
- Coordinate cross-functional sprint teams to integrate FAIR-compliant data practices, ensuring transparency and traceability of datasets across development iterations.
- Manage Agile delivery within sandbox and phased rollout environments, ensuring that testing, training, and adoption milestones align with MassTech’s oversight and approval process.
- Track delivery metrics tied to program performance (e.g., sprint velocity, % acceptance test coverage, % FAIR validation success) and provide data-driven dashboards to program leadership.
- Collaborate with governance and security leads to ensure sprint outcomes align with Zero Trust, AI fairness, and ethical AI principles embedded in project objectives.
- Support multilingual content readiness and documentation workflows to promote accessibility and inclusivity across user communities and stakeholder groups.
Minimum Qualifications
- Bachelor’s degree in Computer Science, Information Systems, Business, or related field.
- 8+ years of experience as a Scrum Master, Agile Project Manager, or Delivery Lead and 3+ years leading Agile delivery in AI, data analytics, or enterprise technology transformation projects.
- Proven experience working within or alongside state or federal government agencies.
- Strong knowledge of Agile frameworks (Scrum, Kanban, SAFe, LeSS) and related tools (JIRA, Azure DevOps, VersionOne).
- Excellent written, communication, facilitation, and stakeholder management skills.
- Ability to manage multiple teams and priorities in a matrixed environment.
- Experience managing Agile delivery in regulated or compliance-driven environments (HIPAA, NIST, StateRAMP, or equivalent).
- Familiarity with FAIR principles, accessibility standards (WCAG 2.1 Level AA), and inclusive design practices in Agile workflows.
- Proven ability to facilitate sprint cycles supporting phased rollout, sandbox testing, and stakeholder validation in public-sector technology programs.
- Certified Scrum Master (CSM, PSM I/II, or equivalent).Experience with Agile/Scrum methodologies.
- US Citizenship or Permanent Residency required.
- Must reside in the Continental US.
- Depending on the government agency, specific requirements may include public trust background check or security clearance.
Preferred Qualifications
- Experience with AI model lifecycle management, data governance, or cloud platforms (AWS, Azure, GCP).Familiarity with state procurement and contracting environments.
- SAFe Agialist (SA), PMI-ACP, or PMP certification.
- Background in business process automation or data engineering environments.
- Experience using Atlassian tools (Jira, Confluence) or equivalent Agile project management platforms.
- Experience delivering Agile frameworks that integrate compliance, security, and ethical AI checkpoints into development pipelines.
- Knowledge of metadata governance and data lifecycle management to support reproducible and auditable AI model development.
$135,000 - $175,000 a year
The likely salary range for this position is $135,000-$175,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
