Job Description: 

Blue Water Thinking is seeking an experienced and dedicated Lead Human Factors Engineer to join our team supporting initiatives at the Department of Veterans Affairs. The primary responsibility of this role is to support the Veterans Health Administration (VHA) in the development and implementation of clinical informatic features driving consistent quality of care across the VHA enterprise. This individual will be responsible for leading human factors engineering resources for this area of expertise to ensure the human systems engineering work is acceptable, of high quality, and meets industry standards. 

 Responsibilities: 

  • Lead and manage resources and studies across multiple scrum teams and projects.
  • Execute and coordinate activities needed to develop plans, define specifications, capture objectives, and design strategies.
  • Perform comprehensive risk assessments, evaluate alternatives, and assess targeted increment objectives.
  • Suggest redesigns or minimize negative impacts where products or processes are essential, considering all user impacts.
  • Communicate human factors issues clearly to engineering teams and end users, both formally and informally.
  • Maintain a strategy to support the teams’ increment objectives with a focus on operational excellence and organizational change through high-performing Agile teams.
  • Evaluate products and processes for compliance with human factors engineering (HFE) standards and guidelines.  
  • Document findings, strategies, and recommendations in clear, actionable reports.
  • Apply SAFe’s Lean Agile principles to foster high-performing teams and continuous improvement. 
  • Support iterative design and development cycles to maximize value delivery. 

 Minimum Qualifications: 

  • Master’s degree
  • 10 years of experience in organizational psychology, research ad industry trends and applying state of the art knowledge in findings and methods to devise strategies, evaluations, and designs to assess products and processes. 
  • Experience with and demonstrate understanding of SAFe®’s Lean Agile principles and practices to drive value and sustain organizational change and operational excellence through the empowering of high-performing Agile teams.
  • Extensive experience leading cross-functional teams in a structured environment.
  • Demonstrated experience conducting performance assessments and improvement planning.
  • Strong analytical and problem-solving skills with attention to detail.
  • Excellent written and verbal communication skills for producing reports and engaging stakeholders.
  • MS Office suite skills (Excel, Word, PowerPoint, Outlook, etc.). 

 Preferred Qualifications: 

  • Familiarity with VHA systems, policies, and Veteran outreach programs.
  • Knowledge of healthcare performance metrics and evaluation frameworks.
  • Active Public Trust clearance or ability to obtain one. 

 Eligibility: 

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
  • Must be able to obtain and maintain the required federal public trust clearance for this role 

Compensation: 

Salary for this position is determined by various factors, including but not limited to, location, the candidate’s particular combination of knowledge, skills, competencies and experience, as well as contract specific affordability and organizational requirements. The proposed salary range for this position is outlined below. 

Salary range: $150,000 - $200,000
