Position Summary         

Reporting to the Manager, Evaluations, the Bilingual Evaluation Insights & Data Systems Analyst supports the preparation, integration, and interpretation of evaluation, outcome, and impact data. The role contributes to data readiness, evaluation delivery, and evidence synthesis, helping ensure that information is consistent, interpretable, and usable across the organization. The position works at the intersection of data preparation, evaluation processes, and bilingual communication.

 

Responsibilities

  • Prepare, clean, and integrate data from multiple sources, including large administrative and survey datasets.
  • Support data platform transitions and migrations by organizing, validating, and documenting datasets.
  • In collaboration with senior members of the team, coordinate, plan, promote and administer exit and longitudinal surveys.
  • Assist with evaluation activities, including basic instrument checks and data collection support.
  • Conduct basic descriptive analysis and support qualitative coding and synthesis.
  • Help maintain clear indicator definitions and draft plain‑language interpretation notes.
  • Respond to and triage evaluation-related inquiries and support coordination of evaluation activities.
  • Prepare clear bilingual (EN/FR) templates, summaries, and guidance materials.
  • Help develop and maintain internal survey policies and procedures.
  • Assist the Evaluation Team with ad hoc projects, including those required for the federal and provincial government(s).


Required Qualifications:

  • Minimum of a bachelor's degree in Economics, Statistics, Public Policy, Applied Social Research, or a related field.
  • A graduate degree with a concentration in Program Evaluation is considered an asset
  • Bilingual proficiency in English and French (written and verbal). Knowledge of written and spoken English is required in this role as you will interact with colleagues, clients, and stakeholders located across Canada


Experience and skills

  • 1–2 years of experience supporting evaluation, research, policy analysis, or data-related work.
  • Experience with data cleaning, survey support, and basic quantitative and/or qualitative analysis.
  • Experienced in advanced Microsoft Excel, Power BI, STATA or similar software and online survey tools (e.g. Customer Voice).
  • Strong logical reasoning, organization, and attention to detail.
  • Ability to explain data and evaluation concepts clearly to non-technical audiences.
  • Demonstrated ability to work in a fast-paced environment, flexible, proactive, efficient and resourceful.
  • Demonstrated ability to work within teams and independently, and to meet tight deadlines.
  • Customer focus and adaptability to different personality types are considered an asset.
  • Familiarity with and interest in Canada’s innovation ecosystem and innovation priorities are considered an asset.

Hiring Range: $55,350 - $70,110

The salary range refers to the range of base salaries for a given position, encompassing the minimum and maximum amounts. The midpoint of the range is positioned approximately halfway between the minimum and maximum, indicating a fully qualified employee with comprehensive job knowledge and experience for the role. 

 

Only in rare and exceptional circumstances, where a candidate has the experience, skills, and expertise that far exceed those required for the position, would we consider paying above the hiring range for this role.
