About Data Meaning
Position Summary:
We are seeking a Senior Business Analyst with strong experience in the public sector, particularly in state-level government environments. This role will support government initiatives by leading business analysis activities, facilitating stakeholder alignment, documenting requirements, and modeling business processes.
Experience supporting state elections systems, public administration modernization initiatives, or government digital transformation projects is highly desirable. The ideal candidate combines analytical rigor, structured documentation skills, and the ability to navigate complex regulatory and multi-stakeholder environments.
Key Responsibilities:
- Lead business analysis efforts across public sector projects.
- Elicit, analyze, and document business, functional, and technical requirements.
- Create detailed documentation including BRDs, FRDs, user stories, process flows, and technical specifications.
- Model and optimize business processes using BPMN or similar methodologies.
- Conduct stakeholder interviews, workshops, and discovery sessions.
- Translate regulatory and compliance requirements into structured business requirements.
- Support RFP processes, procurement-related documentation, and vendor evaluation when applicable.
- Collaborate closely with technical teams, project managers, and government stakeholders.
- Ensure traceability between requirements, system design, testing, and implementation.
- Support UAT planning and validation efforts.
- Identify risks, dependencies, and potential process improvement opportunities.
- 7+ years of experience as a Business Analyst.
- Proven experience working on public sector or government project (state or federal level)
- Strong experience in requirements gathering, stakeholder management, and documentation.
- Hands-on experience with BPMN process modeling.
- Experience producing structured technical documentation (BRD, FRD, SRS, user stories, process diagrams).
- Familiarity with government compliance, regulatory frameworks, and procurement processes.
- Strong communication skills with both technical and non-technical stakeholders.
- Experience working in multi-stakeholder, highly regulated environments.
- Experience supporting state election systems or election-related modernization initiatives
- Prior experience working with U.S. state agencies.
- Certification such as CBAP, PMI-PBA, PMP, or similar.
- Experience supporting ERP, case management systems, or large-scale digital transformation initiatives in government.
- Background in risk assessment, audit, or quality assurance.
- Experience working in Agile and/or hybrid delivery environments.
