Position Overview
Nationwide IT Services (NIS) is seeking an experienced IT Operations & Investment Subject Matter Expert (SME) to support USDA in the planning, execution, and delivery of IT programs and projects aligned with federal investment standards for a potential opportunity.
This role provides coordination, oversight, and administrative support to ensure projects are delivered on time, within scope, and within budget. The ideal candidate brings strong project management expertise combined with business process improvement knowledge.
This is a remote position, contingent upon contract award.

Project & Program Support
- Coordinate and manage assigned projects and program work packages
- Support full project lifecycle activities, including planning, execution, and closeout
- Ensure alignment with program goals, timelines, and enterprise impact
- Manage projects in accordance with Federal Acquisition standards
for major IT investments - Develop and maintain key project artifacts, including:
- Project plans
- Gate review packages
- Risk tracking tools
- Budget and expenditure reports
- Provide regular project status updates to stakeholders and oversight bodies
- Prepare executive-level reports, presentations, and briefings
- Facilitate meetings, including agendas and documentation
- Identify and assess risks impacting schedule, scope, or budget
- Recommend and implement mitigation strategies
- Proactively address variances with corrective actions
- Work closely with technical teams, business stakeholders, and investment teams
- Gather and define customer requirements through collaboration
- Ensure alignment across cross-functional teams
- Develop deliverables using:
- Microsoft PowerPoint, Word, and Excel
- Maintain project documentation in government systems such as:
- SharePoint
- JIRA
- Confluence
- Support IT investment reporting requirements
- Collaborate with investment teams to ensure accurate and timely deliverables
- Minimum of 5 years of experience providing operational oversight, operational reporting, and investment management support aligned with federal acquisition standards.
- Experience supporting IT operations and investment-related projects
- Strong understanding of federal project management and acquisition processes
- Proven experience managing multiple, complex projects with aggressive timelines
- Experience with enterprise-level systems and cross-functional teams
- Strong communication and stakeholder engagement skills
