The Senior Associate, Mission Support (Planning) will serve primarily as the focal point for preparation, planning, and deployment of Team Rubicon’s international operations. This role serves as a Subject Matter Expert (SME) within the Mission Support Branch (MSB) Planning team and works internally to align other TR functions (e.g. Logistics, Mobilization, Field Technology, Field Leadership) to develop clear operational plans to deploy appropriately skilled volunteer teams rapidly and safely to support communities impacted by global disasters and crises. This position also supports domestic mission planning efforts, developing volunteer leaders and helping maintain functional excellence across the MSB Planning team. Externally, this position will cultivate relationships across public, private, and non-governmental sectors and represent TR to various coordinating bodies before, during, and after operations. The role requires a seasoned professional who is comfortable in a highly collaborative team, both supporting behind-the-scenes and leading from the front, mitigating risks and moving forward despite often incomplete information and constrained resources. Strong candidates for this role have worked in this arena before. They can point to real operations where they planned creative solutions to complex problems, coordinated across organizations, engaged external partners, and influenced decisions in environments where outcomes translated to impact.

Every day will be a challenge, but every month brings new opportunities for an organization that is quickly becoming a household name in disaster response. This position reports to TR’s Manager, Mission Support (Planning) and is based remote anywhere within the continental United States ("Lower 48").

Duties:

Mission Planning & Volunteer Engagement

  • Conduct mission analysis and operational planning for responses to global natural disasters, humanitarian emergencies, and other complex crises.
  • Serve as a subject matter expert on safety and security in the global humanitarian environment.
  • Collaborating with Field Leadership and other support functions, support the development and maintenance of security, contingency, and/or emergency response plans tailored to the operating environment.
  • Provide mission planning support for domestic operations when needed such as weekend or holiday volunteer support coverage or Emergency Operations Center (EOC) activations.
  • As international planning Subject Matter Expert (SME) and focal point, lead familiarization and training of MSB teammates and other functions & departments to elevate the baseline capacity of the overall team and promote efficiency and continuity of operations.
  • Through deliberate and effective recruitment, engagement, and mentoring, build a bench of Greyshirt volunteer leaders with fluency in the nuances of planning operations in the international humanitarian arena.
  • Conduct and support QA/QC activities for operations and completion of After-Action Reviews (AARs) and implementation of lessons learned to support continuous improvement, maximize impact, and promote transparency.

External Networking & Representation

  • Build and sustain professional networks across the humanitarian sector, including governments, other NGOs, international coordination bodies (e.g. World Health Organization, UN-OCHA, US Dept. of State Overseas Security Advisory Council), and private-sector partners, enabling effective operational coordination and execution.
  • Represent Team Rubicon confidently and professionally in external forums, inter-agency coordination groups, and other high-profile engagements.

Technology, Information Management & Analysis

  • Use a variety of technology and communication platforms (e.g. Microsoft 365, various messaging apps, satellite phones, GPS navigation & tracking).
  • Apply geospatial awareness and tools such as ArcGIS.
  • Support operational data collection, synthesis, analysis, and reporting to support decisions from field level to senior leadership.

Education and Background:

  • 3–5 years of relevant experience in global disaster response, emergency management, crisis operations, or related fields in the public/private/non-profit sectors
  • Demonstrated experience planning and coordinating operations in complex environments, including mission analysis, contingency planning, and internal and external coordination, with direct responsibility for aligning stakeholders and enabling execution, where coordination across organizations was required to achieve outcomes
  • Experience engaging external partners (e.g., government entities, NGOs, or international organizations) in an operational planning or coordination context
  • Experience contributing to safety, security, or risk-informed planning in dynamic and/or austere environments
  • Strong written and verbal communication skills in time-sensitive environments
  • Demonstrated ability to brief a variety of audiences, clearly communicating plans, actions, risks, and recommendations with confidence and credibility
  • Experience working with volunteers, with a demonstrated ability to develop capacity and support effective execution in operational environments
  • Familiarity with complex information systems, communication technologies, and geospatial tools
